Regional Tariff Response Initiative

The Government of Canada is helping Canadian businesses respond to global trade pressures.
The Regional Tariff Response Initiative (RTRI), delivered by Canada’s regional development agencies (RDAs), is part of the broader Government of Canada tariff response plan that includes $6.5 billion in new measures to protect Canadian businesses and workers.
The $1-billion RTRI helps businesses overcome trade disruptions and includes support for businesses across all sectors, including in the steel and automotive industries. It invests in targeted, time-sensitive activities that boost productivity, lower costs, strengthen supply chain resilience, and open doors to new markets, enhancing overall competitiveness.
RTRI is intended to support businesses and sectors impacted by tariffs.

Southwestern Ontario Development Fund
The Southwestern Ontario Development Fund (SWODF) provides support for projects and investments to existing businesses, municipalities, and not-for-profit organizations for economic development in southwestern Ontario. The objective of the program is to provide financial support and services to help growing companies in eastern and southwestern Ontario make investments to:

Over the last decade, small businesses have been funded with $10 billion dollars and over 53,000 in CSBFP loans.
Eligibility
Small businesses and start-ups operating in Canada with Gross annual revenue of $10 million or less. This is not eligible for farming businesses (A similar program is offered for the agricultural industry, visit Canadian Agricultural Loans Act Program: 1. What this program offers – agriculture.canada.ca)
Available Financing
The maximum loan amount for a borrower is $1.15 million.
Up to a maximum of $1 million for term loans for any one borrower, of the no more than $500,000 can be used for purchasing leasehold improvements or improving leased property and purchasing or improving used or new equipment and of that amount, a maximum of $150,000 could be used for intangible assets and working capital costs.
Up to a maximum of $150,000 for lines of credit
Interest rates and Registration fees
Interest rates may be determined by your financial institution which may be floating or fixed.
- Floating: The maximum chargeable is the lenders prime lending rate plus 3%.
- Fixed: The Maximum chargeable is the lenders single family residential mortgage rate for the term of the loan plus 3%.
- For lines of credit, the maximum chargeable is the lender’s prime lending rate plus 5%.
For term loans, the 2% registration fee is based on the total amount loaned under the program
For lines of credit, the 2% registration fee is based on the total amount authorized
Registration fees must be paid by the borrower to the lender and they may be financed.

BDC – Pivot to Grow Loan
The Pivot to Grow Loan program provides between $100,000 to $5 million for companies affected by the current trading landscape.
Eligible businesses are;
- Minimum 15% of sales are derived from exports to the U.S. or demonstrate a significant likelihood of being adversely affected by U.S. tariffs, related uncertainties or the current economic downturn;
- Annual sales of $2 million or more; and
- Must demonstrate profitability.
